Program: Partnerships for Sustainable Community Development – Tanzania Partnership Program (PSCD-TPP)

Program Overview

The Tanzania Partnership Program (TPP) is a collaboration led by Michigan State University (MSU) in partnership with Tanzanian institutions including UDSM, DUCE, and SUA. The program focuses on improving community well-being through initiatives in health, education, agriculture, and economic sustainability.

The Finance and Administrative Officer will support efficient financial management, compliance, and administration of TPP activities in Tanzania. This position reports to the TPP In-Country Coordinator and works closely with MSU’s Fiscal Officer and Assistant Director.

Key Responsibilities

1. Financial Management:

  • Develop program budgets in collaboration with the TPP Coordinator and partners.
  • Track expenditures, project future expenses, and highlight financial needs.
  • Support staff in preparing project budgets, imprest requests, and closures.
  • Generate timely financial reports for the Coordinator and MSU.
  • Maintain imprest registers, ledgers, and receipts.
  • Ensure funds are spent according to TPP guidelines and Tanzanian regulations.
  • Reconcile monthly transactions with MSU and share bank statements.
  • Process invoices, payments, and reimbursements promptly.
  • Assist with program audits and ensure compliance.

2. Administration:

  • Support logistics for meetings, planning events, and field visits.
  • Maintain proper office systems, filing, and documentation.
  • Procure office supplies and manage vendor relationships.
  • Coordinate logistics for partner activities.

3. Compliance & Statutory Reporting:

  • Ensure compliance with Tanzanian tax laws (PAYE, WHT, VAT).
  • Prepare and submit statutory returns to TRA, NSSF, WCF, and other authorities.
  • Support transparent procurement processes with proper documentation.
  • Work with tax consultants and auditors when required.

Key Results Expected

  • Accurate and timely financial reports.
  • Compliance with Tanzanian tax and statutory laws.
  • Strong internal controls and transparent procurement.
  • Efficient office administration and logistics coordination.

Qualifications

Required:

  • Bachelor’s Degree in Accounting, Finance, or related field.
  • At least 5 years’ experience in financial planning and administration.
  • Proven skills in budgeting, expenditure tracking, and financial reporting.
  • Proficiency in MS Word and Excel; knowledge of government accounting software preferred.
  • Strong problem-solving, organizational, and communication skills.
  • Ability to work independently, under pressure, and in a team.
  • Fluency in English and Swahili.

Preferred:

  • CPA (T) or equivalent professional qualification.
  • Experience working with international institutions, NGOs, or universities.
  • Familiarity with Tanzanian statutory compliance procedures.
  • Excellent interpersonal and reporting skills.

Position Details:

  • Contract Duration: Two years, renewable based on performance.
  • Remuneration: Attractive package based on qualifications and experience.
  • Travel: Within Tanzania and occasionally to the USA.
